The Harness Racing Victoria (HRV) Racing Appeals and Disciplinary (RAD) Board today heard a charge issued by Harness Racing Victoria Stewards against licensed Grade ‘B’ trainer Mr Emanuel Tabone.
The charge had been issued under Australian Rule of Harness Racing (ARHR) 190(1) following a report from Racing Analytical Services that the prohibited substance Testosterone was detected in the urine sample taken from the horse Hurricane Homer following its second placing in race 2 the ‘Schweppes Claiming Pace’ at the Kilmore harness meeting on 29 September 2010.
Mr Tabone pleaded guilty to a charge under Rule 190(1) which states:
“A horse shall be presented for a race free of prohibited substances.”
After hearing submissions regarding penalty, the HRV RAD Board disqualified Mr Tabone’s licence for a period of 12 months for the breach of Rule 190 (1).
The HRV RAD Board ordered that the penalty commence at midnight on Thursday 27 January 2011.
Acting under ARHR 195, the HRV RAD Board disqualified Hurricane Homer from the race in question and amended the placings accordingly:

6th Trumpeter NZ
7th Willabby Jack
Hurricane Homer - disqualified
